The OSCE Minsk Group is occupied with the Nagorno Karabakh conflict. The Council of Europe is not engaged in the issue directly. Besides, there are a lot of difficulties around the problem. There are so many elections held in the region that difficulties emerge in settling the conflict. Relatively positive results achieved at Armenia’s elections can influence positively settlement of the question,” Council of Europe Secretary General Terry Davis is quoted as saying by APA news agency today. He once again condemned the elections in Nagorno Karabakh and announced: “The international community does not recognize Nagorno Karabakh; it is not a separate country; the elections held there are not and will never be recognized.”

Davis commented on the speculations to apply the Kosovo conflict settlement as a precedent for the Nagorno Karabakh settlement: “I openly state that I cannot comment on the issue theoretically. The UN has not made a decision on future Kosovo status, but I comprehend that many in Nagorno Karabakh are inspired by the situation. It concerns not only Nagorno Karabakh, but Abkhazia, South Ossetia and Transdnestr as well. There are separatist regimes, but they are not recognized by the international community. I am sure that the regimes have a keen interest in the situation about Kosovo. It is quite possible that they intend to use it as a precedent. In particular, if Nagorno Karabakh wants to use the Kosovo precedent, it is very regrettable. This is all I can say in this situation. I would rather not comment on internal Armenia’s intentions.”
